1. Khái niệm Quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản ở cấp tỉnh (theo nghĩa hẹp) là hoạt động quản lý của cơ quan chính quyền cấp tỉnh (hội đồng nhân dân tỉnh và uỷ ban nhân dân tỉnh) nhằm tác động tới sản xuất, chế biến và xuất khẩu thuỷ sản trên địa bàn tỉnh, bảo đảm thực hiện các mục tiêu phát triển sản xuất, chế biến và xuất khẩu thuỷ sản, mục tiêu kinh tế - xã hội của tỉnh trong từng thời kỳ.

2. Phân định hệ thống mục tiêu của quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản ở cấp tỉnh thành các mục tiêu cuối cùng và mục tiêu trung gian. Phân tích mục tiêu cuối cùng (tăng trưởng và ổn định sản xuất, chế biến và xuất khẩu thuỷ sản) và mục tiêu trung gian (tạo môi trường và điều kiện thuận lợi; định hướng, khuyến khích, thu hút đầu tư cho sản xuất, chế biến và xuất khẩu thuỷ sản; phát triển và kiểm soát được sự phát triển của hoạt động này) của quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản.

3. Sáu bài học kinh nghiệm: 1) xây dựng chiến lược, quy hoạch sản xuất, chế biến và xuất khẩu thuỷ sản theo hướng phát triển bền vững; 2) ưu tiên đầu tư kết cấu hạ tầng đáp ứng yêu cầu phát triển sản xuất, chế biến và xuất khẩu thuỷ sản, khuyến khích ứng dụng khoa học công nghệ vào sản xuất, chế biến thuỷ sản; 3) xây dựng hệ thống chính sách đồng bộ, không trái với quy định chung của Trung ương và linh hoạt trong thực hiện các chính sách cho phù hợp với tình hình thực tiễn của Tỉnh; 4) xây dựng bộ quy chế về tiêu chuẩn an toàn vệ sinh thực phẩm đối với sản xuất, chế biến và xuất khẩu thuỷ sản phù hợp với quốc tế; 5) phân quyền và khuyến khích thành lập các tổ chức hợp tác, liên kết của những người sản xuất thuỷ sản xuất khẩu để nâng cao khả năng sản xuất trong điều kiện hội nhập kinh tế hiện nay; 6) hợp tác với các tỉnh bạn trong sản xuất, chế biến và xuất khẩu thuỷ sản để hạn chế cạnh tranh trong nội bộ ngành, khai thác hết tiềm năng, lợi thế của Tỉnh.

4. Phân tích quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản ở tỉnh Đồng Tháp giai đoạn 2005 - 2010 theo 4 nội dung: 1) xây dựng và thực hiện chiến lược, quy hoạch, kế hoạch, đề án, dự án phát triển sản xuất, chế biến và xuất khẩu thuỷ sản; 2) xây dựng và thực hiện các chính sách đối với sản xuất, chế biến và xuất khẩu thuỷ sản; 3) kiểm tra, kiểm soát việc xây dựng, thực hiện các quy hoạch, chính sách và các hoạt động sản xuất, chế biến và xuất khẩu thuỷ sản; 4) tổ chức bộ máy và cán bộ quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản ở tỉnh Đồng Tháp. Đánh giá việc thực hiện các mục tiêu trung gian và mục tiêu cuối cùng của quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản của Tỉnh. Xác định và phân tích 3 nhóm nguyên nhân của những hạn chế: 1) nhóm nguyên nhân từ đối tượng quản lý; 2) nhóm nguyên nhân thuộc về chủ thể quản lý; 3) nhóm nguyên nhân khác (thời tiết; thị trường trong nước, ngoài nước; chính sách của nhà nước Trung ương, tỉnh bạn và nước ngoài).

5. Thực hiện đồng bộ 05 giải pháp lớn với nhiều giải pháp cụ thể: 1) xây dựng chiến lược, hoàn thiện quy hoạch phát triển sản xuất, chế biến và xuất khẩu thuỷ sản; 2) đổi mới xây dựng và tổ chức thực hiện chiến lược, quy hoạch sản xuất, chế biến và xuất khẩu thuỷ sản; 3) hoàn thiện, bổ sung và thực hiện chính sách khuyến khích, hỗ trợ phát triển sản xuất, chế biến và xuất khẩu thuỷ sản; 4) đổi mới và tăng cường công tác kiểm tra, giám sát; 5) hoàn thiện bộ máy và cán bộ quản lý nhà nước đối với sản xuất, chế biến và xuất khẩu thuỷ sản ở tỉnh Đồng Tháp đến năm 2020.

SUMMARY OF NEW CONCLUSIONS OF THE THESIS

1. The State management for manufacturing, processing and exporting the maritime products at the province level (narrow definition) is the management activity of the provincial authority (provincial people’s council and people’s committee) which act upon the manufacture, processing and export of the maritime products in such province, ensuring the implementation of objectives in manufacturing, processing and exporting the maritime products and socio-economic objective of the province from time to time.

2. The objective system of the state management for manufacturing, processing and exporting the maritime products at the province level is classified as the last objective and intermediate one. This thesis focuses on analyzing the last objective (manufacturing growth and stabilization, processing and exporting maritime products) and the intermediate one (creating favorable environment and condition; orientating, encouraging and attracting investment to manufacture, processing and exporting maritime products; developing and controlling the development of this activity) of the state management for manufacturing, processing and exporting the maritime products.

3. Six experience lessons: 1) strategical development, manufacturing plan, processing and exporting the maritime products under the orientation of sustainable development; 2) take priority in infrastructure development in order to meet the developmental requirement of and encourage the application of science and technology in manufacturing, processing and exporting the maritime products; 3) building the synchronous policy system not contradicting with the general regulation of the Centre and keep flexibility in implementing the policies so as to match with the real situation of the province; 4) building the regulation set on standard of food hygiene safety for manufacturing, processing and exporting the maritime products in accordance with the international standard; 5) decentralizing and encouraging the establishment of the joint groups of exported maritime product manufacturers for enhancing the manufacturing capacity in the current economic integration; 6) cooperating with the neighbor provinces in manufacturing, processing and exporting the maritime products in order to limit the ingternal competition and exploit completely the potential and advantage of the province.

4. The analysis of state management for manufacturing, processing and exporting the maritime product in Dong Thap province in the period of 2005 – 2010 is carried out by 4 approaches: 1) building and implementing the strategy, planning, scheme, program, development project for manufacturing, processing and exporting the maritime products; 2) building and implementing the policies in manufacturing, processing and exporting the maritime products; 3) checking and controlling the formation and implementation of planning, policies and activities regarding manufacturing, processing and exporting the maritime products; 4) organizing the state machine and manager for manufacturing, processing and exporting the maritime products in Dong Thap province. Evaluating the implementation of the intermediate and last objectives of state management for manufacturing, processing and exporting the maritime products in the province. Identifying and analyzing 3 reasons for shortcomings: 1) managed objects; 2) management subjects; 3) other reasons (weather, domestic and foreign market, policy of Central state, neighbor provinces and foreign partners.)

5. Implementing in sync 05 great solutions with specific contents: 1) building the strategy, completing developmental planning for manufacturing, processing and exporting the maritime products; 2) innovating and carrying out the strategy, planning for manufacturing, processing and exporting the maritime products; 3) completing, supplementing and implementing the policy of encouragement, support pertaining to manufacturing, processing and exporting the maritime products; 4) innovating and enhancing the test and supervision activity; 5) completing the state management machine and manager for manufacturing, processing and exporting the maritime products in Dong Thap province until 2020.
