NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN     

   - Khái niệm: các tỉnh ủy vùng đồng bằng sông Hồng (ĐBSH) lãnh đạo đẩy nhanh công nghiệp hoá, hiện đại hoá (CNH, HĐH) nông nghiệp, nông thôn là: Hoạt động của các tỉnh ủy ra nghị quyết về phương hướng, nhiệm vụ, giải pháp thực hiện đường lối đẩy nhanh CNH, HĐH nông nghiệp, nông thôn của Đảng ở các địa phương; tổ chức thực hiện và kiểm tra, giám sát các tổ chức đảng, các cá nhân và đơn vị thuộc quyền thực hiện nghị quyết đó của tỉnh ủy, bảo đảm cho đường lối, chủ trương của Đảng được thực thi thắng lợi ở địa phương.

- Những kinh nghiệm lãnh đạo đẩy nhanh CNH, HĐH nông nghiệp, nông thôn của các tỉnh uỷ vùng ĐBSH trong thời gian qua: Một là, chăm lo xây dựng, củng cố khối đoàn kết thống nhất trong ban chấp hành đảng bộ các tỉnh, mà trước hết là ban thường vụ, thường trực các tỉnh ủy, thực hiện dân chủ hóa trong Đảng, trong đời sống xã hội là điều kiện quan trọng để tỉnh uỷ lãnh đạo thành công sự nghiệp đẩy nhanh CNH, HĐH nông nghiệp, nông thôn. Hai là, sự lãnh đạo, chỉ đạo sâu sát của tỉnh ủy; công tác quản lý, điều hành nghiêm túc của chính quyền là cơ sở bảo đảm thắng lợi cho quá trình đẩy nhanh CNH, HĐH nông nghiệp, nông thôn. Ba là, đẩy nhanh CNH, HĐH nông nghiệp, nông thôn không chỉ là nhiệm vụ, trách nhiệm của tỉnh ủy và ủy ban nhân dân tỉnh, mà còn là nhiệm vụ và trách nhiệm của cả hệ thống chính trị, của các tầng lớp nhân dân, đặc biệt là giai cấp nông dân trong vùng. Bốn là, phải đẩy mạnh công tác tuyên truyền, giáo dục, tạo sự chuyển biến về nhận thức và hành động của cán bộ, đảng viên và nhân dân về đẩy nhanh CNH, HĐH nông nghiệp, nông thôn là nội dung ưu tiên trong lãnh đạo đẩy nhanh CNH, HĐH nông nghiệp, nông thôn của các tỉnh ủy. Năm là, để lãnh đạo đẩy nhanh CNH, HĐH nông nghiệp, nông thôn thành công, các tỉnh ủy phải đặc biệt coi trọng công tác cán bộ, nhằm xây dựng đội ngũ cán bộ các cấp có phẩm chất, năng lực và trách nhiệm cao, nhất là đội ngũ cán bộ lãnh đạo, quản lý của hệ thống chính trị. Sáu là, cần chú trọng đổi mới phương thức lãnh đạo của các tỉnh ủy trong thực hiện nhiệm vụ đẩy nhanh CNH, HĐH nông nghiệp, nông thôn, trong đó phải coi trọng công tác kiểm tra, giám sát việc thực hiện các nghị quyết lãnh đạo của tỉnh ủy.

- Ba giải pháp tăng cường sự lãnh đạo của các tỉnh uỷ vùng ĐBSH nhằm đẩy nhanh CNH, HĐH nông nghiệp, nông thôn: Một là, tiếp tục đổi mới nội dung, phương thức lãnh đạo của các tỉnh uỷ đối với nhiệm vụ đẩy nhanh CNH, HĐH nông nghiệp, nông thôn vùng ĐBSH. Hai là, lãnh đạo phát triển kinh tế  gắn với phát triển văn hóa - xã  hội, giữ gìn môi trường sống ở nông thôn, đẩy nhanh quá trình xây dựng nông thôn mới. Ba là, lãnh đạo xây dựng nguồn nhân lực chất lượng cao, nâng cao năng lực lãnh đạo, quản lý của đội ngũ cán bộ chủ chốt ở cơ sở, đáp ứng yêu cầu đẩy nhanh CNH, HĐH nông nghiệp, nông thôn vùng ĐBSH.

SUMARY OF NEW CONCLUSION OF THE THESIS

   - Definition: Provincial party committees of Red river delta provinces to lead to accelerate industrialization and modernization of agricultural and rural areas is: Activities of the provincial party committee to make resolution on the orientations, tasks, and solutions to speed up industrialization and modernization of agriculture and rural in local level; implementing, inspecting and supervising of party organizations, individuals and units under the implementation of that resolutions, to ensure the Party's policies are implemented successfully at the local level.

- The experiences of advancing industrialization and modernization of agricultural and rural development of provincial party committees of Red river delta provinces in recent years: First, building, strengthening the unity of the party committees of provinces, most important is the standing committee; implementing​democratization in the Party, in social life are important conditions for the success of accelerating industrialization and modernization of agricultural and rural areas of provincial party committees. Second, the leadership and closed direction of the provincial party committees; and the serious management and administration of local government are basis to ensure the victory of accelerating industrialization and modernization of agriculture, rural. Third, speed up industrialization and modernization of agricultural and rural development is not only the duties and responsibilities of the party committee and people's committee, but also the duties and responsibilities of the political system, of all people, especially the peasantry. Fourth, to promote propaganda and education, creating a change in perception and behavior of officials, party members and people are prioritized activities in the industrialization and modernization of agricultural, rural areas development. Fifth, to advance industrialization and modernization of agricultural and rural development, the party committee have pays special attention to the officials, in order to develop and building officials with quality, competence and responsibility, especially leading cadres. Sixth, should focus on renewing the leadership of the party committee in the performance of speeding up industrialization and modernization of agricultural and rural development, including attention to the inspection and supervision of the implementation of party committee’s resolutions.

- Three measures to enhance the leadership of the provincial party committees in Red river delta to speed up industrialization and modernization of agricultural and rural development: First, continue to innovate the content and mode of the provincial party committees leaders for pushing rapid industrialization, agricultural modernization in rural Red river delta. Second, linking the economic development with cultural-social development, and environmental preservation in rural areas, speed up the process of building a new countryside. Third, building high-quality human resources, improve leadership capacity and management of key staff at local level, meet the requirements of advancing industrialization and modernization of agricultural and rural in Red river delta.
