TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN

1. Tính tiền phong của đảng viên là phẩm chất đặc trưng của người đảng viên cộng sản luôn thể hiện ở sự gương mẫu đi đầu trên các phương diện: phẩm chất chính trị, ý thức tổ chức kỷ luật; đạo đức, lối sống và hoạt động thực tiễn.

2. Tính tiền phong của đảng viên nông thôn Tây Nguyên là phẩm chất của người đảng viên cộng sản luôn thể hiện ở sự gương mẫu đi đầu trên các phương diện: phẩm chất chính trị; ý thức tổ chức kỷ luật; đạo đức, lối sống; lao động sản xuất; học tập rèn luyện; tham gia xây dựng đảng bộ, chi bộ và gắn bó với cộng đồng các dân tộc trên địa bàn nông thôn Tây Nguyên.

3. Nêu và phân tích 6 yếu tố tạo nên tính tiền phong của đảng viên nông thôn Tây Nguyên là: giác ngộ chính trị, động cơ, mục đích cá nhân từng đảng viên; bồi dưỡng, giáo dục, rèn luyện nâng cao trình độ, năng lực mọi mặt; sự lãnh đạo, kiểm tra của cấp ủy, tổ chức đảng; điều kiện kinh tế, xã hội, môi trường hoạt động; sự tự giác tu dưỡng đạo đức, lối sống của đảng viên.

4. Rút ra 5 kinh nghiệm nâng cao tính tiền phong của đảng viên nông thôn các tỉnh Tây Nguyên: quán triệt, vận dụng sáng tạo quan điểm của chủ nghĩa Mác-Lênin, tư tưởng Hồ Chí Minh, của Đảng ta về tính tiền phong của người đảng viên cộng sản trong điều kiện, hoàn cảnh mới; xác định rõ nội dung, yếu tố tạo nên tính tiền phong của đảng viên; kết hợp với kiện toàn, nâng cao chất lượng của các tổ chức trong hệ thống chính trị cơ sở; mở rộng dân chủ, phát huy vai trò của nhân dân trong giám sát đảng viên; đánh giá tính tiền phong, đề xuất giải pháp phải xuất phát từ dặc điểm, điều kiện, môi trường hoạt động của từng loại đảng viên; quán triệt, thực hiện đúng phương châm “xây” đi đôi với “chống”.

5. Đề xuất 6 giải pháp, trong đó 2 giải pháp mới có tính đặc thù là: Tạo điều kiện, môi trường thuận lợi để đảng viên đi đầu trong xóa đói giảm nghèo, phát triển kinh tế gia đình, nâng cao đời sống và đấu tranh chống sự phá hoại khối đại đoàn kết dân tộc, giữ vững ổn định chính trị ở địa bàn; phát huy truyền thống, phong tục, trập quán lành mạnh của các dân tộc Tây Nguyên với nâng cao tính tiền phong của người đảng viên.

SUMMARY OF NEW CONCLUSIONS OF THE THESIS

1. The pioneering of Party members is specific virtue of members of the communist party. It is shown in the leading model in material aspects: political quality, disciplinary consciousness; keeping morality, lifestyle and actual activities.

2. The pioneering of Party members in the rural areas of Central Highlands is the virtue of members of the communist party. It is shown in the leading model in material aspects: political quality practice, disciplinary consciousness; keeping morality and lifestyle; actively work and production; incessant study, improving qualifications and ability; regular participation in building up party committee, cell and always strong attachment to community of ethnic groups in the rural areas of Central Highlands.

3. Give and analyze six factors forming the pioneering of Party members in the rural areas of Central Highlands, including: political awareness, motivation and goals of each Party member;  cultivating, training and practicing in order to enhance the qualifications and ability in every aspect; the lead and test of executive committees and organizations of the Party; socio-economic conditions, working environment; psychology and customs of the community; Party members’ self- cultuation of morality and lifestyle.

4. Draw five experiences of enhancing the pioneering of Party members in the rural areas of Central Highlands, including: enhancing awareness and creative application of opinions of Marxist-Leninism, Ho Chi Minh’s Ideology and the Party on the pioneering of Party members in the new conditions and situations; determining the contents and factors forming the pioneering of Party members; combining with strength, promoting the operating quality of organizations in the local politic system; extending democratization, bringing into play the people’s roles in monitoring party members, evaluating the pioneering, offering the solutions derived from features, conditions, operating environment of each party member; grasping thoroughly, carrying out as the guideline “building up” combined with “opposition”.

           5. Put forward six solutions, of which two new solutions have specific nature namely making good conditions and environment so that the party members will be persons leading in the poverty-alleviation movement, family economic development, promoting life and struggling against the sabotage of block of great national unity, keeping the politic stability in area; boosting the national traditions, healthy manners and customs of ethnic groups in Central Highlands together with enhancement of the pioneering of party members.
