TÓM TẮT NHỮNG KẾT LUẬN MỚI CỦA LUẬN ÁN
1. Khái niệm: Thi hành kỷ luật trong Đảng là hoạt động của các tổ chức đảng có thẩm quyền
áp dụng các hình thức kỷ luật đối với tổ chức đảng hoặc đảng viên có vi phạm
đến mức phải thi hành kỷ luật theo quy định tại Điều 35 Điều lệ Đảng (khóa XI)
và các văn bản hướng dẫn hiện hành của các cơ quan có thẩm quyền nhằm xử phạt,
răn đe, giáo dục, sàng lọc, rèn luyện các tổ chức đảng, đội ngũ đảng viên, nâng
cao năng lực lãnh đạo và sức chiến đấu của các tổ chức đảng, bảo đảm kỷ luật,
kỷ cương trong Đảng được thực hiện nghiêm minh và có kết quả cao.
2. Những kinh nghiệm về kỷ luật của
Đảng và việc thi hành kỷ luật trong Đảng ở các đảng bộ tỉnh khu vực Bắc Trung
Bộ: 1, Các
đảng bộ tỉnh phải lãnh đạo cấp ủy, tổ chức đảng, ủy ban kiểm tra (UBKT) nhận
thức đúng về vị trí, mục đích, ý nghĩa, tác dụng của kỷ luật đảng và việc thi
hành kỷ luật trong Đảng; giáo dục nhận thức đối với đối tượng bị thi hành kỷ
luật hoặc khiếu nại kỷ luật; 2,
phải thực hiện đúng tư tưởng chỉ đạo “chủ động, chiến đấu, giáo dục, hiệu quả”;
3, UBKT các cấp phải tranh thủ
sự lãnh đạo của cấp ủy cấp mình, sự chỉ đạo, hướng dẫn của UBKT cấp trên; giữ
mối quan hệ với cấp ủy, UBKT cấp dưới và tăng cường sự phối hợp, kết hợp chặt
chẽ với các ban đảng, các ngành chức năng chuyên môn một cách đồng bộ thường
xuyên; 4, Cấp ủy, UBKT các cấp
cần coi trọng và đổi mới việc sơ kết, tổng kết, rút kinh nghiệm trong việc thi
hành kỷ luật để nâng cao chất lượng, hiệu quả công tác này trong từng thời kỳ.
3. Giải pháp chủ yếu: 1, Nâng cao
nhận thức, trách nhiệm cho các cấp ủy đảng, UBKT các cấp và cán bộ, đảng viên; 2, Hoàn thiện quy định; tăng cường sự phối hợp
giữa các tổ chức trong hệ thống chính trị; 3, Thực hiện tốt quan điểm
chỉ đạo, phương hướng, phương châm, nguyên tắc, nội dung, quy trình kỷ luật của
Đảng và việc thi hành kỷ luật trong Đảng; 4,
Chăm lo xây dựng, kiện toàn tổ chức đảng đáp ứng yêu cầu, nhiệm vụ trong thời
kỳ mới; 5, Tăng cường sự phối hợp giữa UBKT với Thanh tra Chính phủ, các cơ
quan bảo vệ pháp luật về việc thi hành kỷ luật trong Đảng; 6, Kiện toàn
bộ máy UBKT các cấp; có cơ chế bảo vệ người dũng cảm chống tiêu cực và xử lý
nghiêm những người bao che, cố tình vi phạm kỷ luật của Đảng; 7, Phát huy vai
trò của các phương tiện truyền thông đại chúng và sự góp ý của nhân dân về kỷ
luật của Đảng và việc thi hành kỷ luật trong Đảng.

SUMMARY OF NEW CONCLUSIONS OF THE THESIS
1. Conception:
Executing discipline in Party is the action of
Party organizations which have competence to apply forms of rules for the Party or partners that
break so serious disciple that have to be carried out the discipline based on
the 35th part in the Party’s Regulations (Period XI) and the recent instruction documents of the competent
offices in or der to pushnish, warn, educate, select and train Party
organizations and its members. Executing discipline in the Party leads to increase
the leading ability and fighting sprit of Party organizations, it is also an
important facter to ensure the disciple and rules in the Party are executed
strictly and clearly with high
effectiveness
2. Experiences
of Party’s discipline and executing discipline in the Party in the committees
of Parties in the North of Middland: 1, The provincal Party committees have to
guide excutive committees, Party organizations, supervisory committees to awaken exactly to the position, purpose, meaning, and
effectiveness of the Party’s discipline and the executing discipline in the
party. Educate party members who are carried lules or who complain about
carrying discipline; 2, Implement exactly the leading thought “initiative, fighting,
educative, effective”; 3, Supervisory committees have to court their executive committee’s leading, the
guide of senior supervisory committee, keep the relationship with the executive
committee, junior supervisory committee and excutive committee. In crease the
co-ordination and combination with other Party organizations, specila
proffessions comprehensively and consequently; 4, Executive committees and
supervisory committees at all levels have to esteem and renew the summary and
learning from experiences in executing discipline to increase the quality and
the effectiveness of this work in each period.
3. The
main solution: 1, Increase awarenese and responsibility of executive committees
and local supervisory committees and party members; 2, Perfect definitions, strengthen the
combination among organizations in the polictical system; 3, Implement well the
leading view, direction, guideline,principle, content, the Party’s discipline
process and the executing discipline in the Party; 4, Build, consolidate Party
organizations to satisfy the requests and missions in the new time. 5; Increase
the co-operation between the Party’s central Executive Committee’ supervisory
committee and the Government Inspectarate,
protecting law offices about executing discipline and in the Party; 6,
Consolidate the local supervisory committees. There must have defence mechanism
to proctect brave people who prop
nagative and tackle strickly people who screen and breck the Party’ discipline
intentionally; 7, Uphold the role of the public media and citizent’s
suggestions about party’s discipline and
executing discipline in the party.
